Daniel J. Delaney is the founder and CEO of the Delaney Policy Group (DPG). Harvard-trained with more than 20 years of state legislative, regulatory, and advocacy experience; Daniel brings a rare combination of elite policy expertise, hands-on experience, and a facility for effective communication to his work.
Prior to launching his own firm, Daniel served for 5 years at the Massachusetts Department of Public Health in the roles of Director of Strategic Planning and Director of Intergovernmental Relations and Legislative Affairs where he oversaw the Department's engagement with legislative leadership and regulatory policy development, serving an integral role in developing the Department's external affairs agenda. Key efforts during that period include preservation of state resources for core public health functions, supporting the continuing implementation of Massachusetts health care reform initiatives, and working to manage new regulatory responsibilities around prescription monitoring and pharmaceutical company codes of conduct.
As head of the Delaney Policy Group, Daniel, was one of the first registered lobbyists to enter the Massachusetts regulated cannabis industry as government relations professionals in 2013. In the subsequent decade, he has led or influenced some of the most critical decisions made in that arena. Daniel was instrumental in the passage of Step Therapy legislation in Massachusetts. This legislation has enabled patients in Massachusetts to avoid unfair and unnecessary "fail first" protocols where they are required to take medications that their physicians know will be ineffective before moving on to their preferred medication.
He has held key positions on the Joint Committee on Public Health as research director and chief of staff, as well as director of multicultural health policy at Health Care for All (HCFA). On the Public Health committee, he oversaw the development of Massachusetts' first Special Commission to Eliminate Racial and Ethnic Health Disparities. At HCFA, he led the Kellogg Foundation funded Physician Diversity Project and the Disparities Action Network (DAN).
Daniel's innovative thinking and strategic implementation has delivered positive results in the most complex policy environments. His firm provides government affairs/lobbying services in industry sectors where less nimble firms tend to stall out. Andrea Delaney has been a member of the Delaney Policy Group since 2020. Her areas of expertise include cannabis policy, regulatory compliance, social justice, and community-centered economic development. Prior to joining DPG, Andrea was an entrepreneur and a regulatory compliance professional for nearly a decade in the oil & gas and semiconductor industries.
She is a first generation American, born in Houston, Texas, daughter to a Trinidadian father and British-Trinidadian mother. Her drive to bring policy solutions to social justice issues and to have a meaningful community impact motivated her to leave Texas and continue her career in Massachusetts.
Mrs. Delaney holds a J.D. from Texas A&M University School of Law.
